Here is how I made the Lebanese fish kibbeh at home.

Ingredients:

Kibbeh dough:

  • 1 pound of fish, such as tilapia or flounder (can be frozen)
  • 1 cup of extra-fine bulgur (#1) or up to 1 1/4 cups, soaked in water for 5 minutes, then drained and squeezed dry
  • 1 onion, quartered

Spices:

  • The rind of a lemon, orange, or lime (or a combination of all)
  • 1/2 teaspoon each of ground cumin, coriander, cinnamon, turmeric, and white pepper
  • 2 or 3 tablespoons of freshly chopped cilantro, parsley, or dill (choose one)
  • Salt, to taste

Kibbeh filling:

  • 1 pound of large shrimp
  • 2 large onions, chopped
  • Olive oil, as needed
  • 1/4 teaspoon of saffron, ground up in a mortar with a pinch of salt

How to make Lebanese fish kibbeh?

  1. Begin by coating the fish fillet with flour and cutting it into chunks. Using a food processor, finely chop or manually grate the onion. Place the bulgur in the food processor and pulse until it reaches a uniform texture.
  2. Add some spices to the bulgur mixture, reserving the rest for later. Incorporate the fish chunks into the food processor and process until paste-like consistency forms. Add the remaining spices and desired herbs to enhance the flavor at this stage. Ensure that the kibbeh dough has a pleasant aroma. Add flour or breadcrumbs to adjust the consistency if the dough appears too moist. Transfer the dough to a bowl, cover it, and refrigerate. This step can be prepared a day in advance.
  3. In a pan, stir-fry the chopped onions in oil until they are nearly caramelized. Add the shrimp pieces and spices, cooking for a couple of minutes or until the shrimp turns opaque and is thoroughly cooked. Set the mixture aside to cool, and taste to adjust the seasoning.

Roll out the second half of the dough on a sheet of wax paper, and then carefully flip it over the cake pan, ensuring a snug fit. Lightly press the dough with floured fingers to help it adhere.
  5. Brush the surface of the kibbeh with olive oil, sprinkling a bit of turmeric or saffron for an appealing orange or yellow hue. This not only enhances the visual appeal but also adds a subtle taste. Score the kibbeh with a knife to allow heat to penetrate evenly during baking.
